		<description>Well on the air pollution front we could look at an option like a congestion charge, although of course such a policy would be anathema in a place like Sydney that has such a pervasive car culture. Without seeing the full report from Mercer it is unfortunately impossible to know precisely which areas in health and sanitation Sydney performed particularly poorly in, if any.

One assumes the Federal Government through some arm of its bureaucracy will have already purchased the report.</description>
